RA NA Extraordinary Sitting is Convened

By the decision of the RA NA Speaker Galust Sahakyan, in accordance with the Article 70 of the RA Constitution, at the initiative of the RA Government on November 23 at 11:00 an extraordinary sitting of the RA National Assembly was convened by the initiator’s established agenda.

The deputies by voting approved the NA draft decision on the special procedure of holding the extraordinary sitting, by which it is proposed to convene four sittings with one and a half duration every day at 11 a.m., defining half an hour the duration of the break.

The RA Deputy Minister of International Economic Integration and Reforms Suren Karayan presented the Protocol on a Number of Issues of Import and Circulation of the Goods within the Territory of the Eurasian Economic Union signed in Burabay on October 16, 2015 submitted by the RA President.

The Chairman of the NA Standing Committee on Foreign Relations Artak Zakaryan presented the endorsement of the Committee.

The RA Minister of Labor and Social Affairs Artem Asatryan in the second reading and completely submitted for debate the draft law “On Amending the RA Law on State Allowances.”

The draft laws “On Amending the RA Law on State Registration of the Rights towards the Property” and “On Amending the RA Judicial Code” were debated.

The RA First Deputy Justice Minister Arsen Mkrtchyan in the second reading and submitted for debate completely passing the draft law “On Amending the RA Law on the Payment of the Persons to the Government Officials,” and there were not proposals on it and was not amended.

The RA Deputy Minister of Finance Vakhtang Mirumyan submitted for debate in the second reading “On Amending the RA Law on Taxes” and completely passing it.

The Deputy Minister of the RA Economy Emil Tarasyan submitted for debate the draft law “On Amending the RA Law on Tax Exemption of Economic Activities in the Frontier Rural Communities,” which has not undergone amendments after passing it in the first reading and the draft law “On Amending the RA Law on Cash Machine Operations” for passing it in the second reading and completely.

The First Deputy Minister of the RA Territorial Administration and Emergency Situations Vache Terteryan submitted for debate in the second reading and completely passing the draft law “On Amending the RA Law on the RA Administrative-Territorial Division” with enclosed package.

The deputies Hovhannes Margaryan and Artsvik Minasyan presented their observations and negative viewpoints.

In his final speech Vache Terteryan touched upon the deputies’ concerns and gave clarifications.

The parliament in the first reading debated the draft law “On Amending the RA Civil Code” with enclosed package, which presented the Deputy Chairman of the RA Central Bank Nerses Yeritsyan.

The NA deputies Gagik Jhangiryan, Edmon Marukyan, Hovhannes Margaryan, Mher Shahgeldyan, Heghine Bisharyan expressed their concerns on some amendments being made to the package.

Nerses Yeritsyan referred to the concerns voiced in the speeches and gave clarifications. The parliament also debated in the first reading the bill “On Approving the Three-Year Programme of the State Statistical Works of the Republic of Armenia for 2016-2018.”

The debate on the issue will continue at November 24 extraordinary sitting.
